Management Evaluation (ME) reviews are completed at field offices to monitor program access and operations.  MEs are completed at least once every one - 3 years.


FNS may require additional on-site reviews when a serious problem is identified resulting in a substantial dollar or service loss.

Review Process

7 CFR § 275.5(a)(1)-(3) & 7 CFR § 275.8(a)-(b) & 7 CFR § 275.9(a)-(d)(1)-(2)


ME staff review the national target areas of SNAP operations as directed by FNS.  FNS notifies DSS of the minimum program areas to review, at least 90 days before the annual review period begins.


The reviewers:

  • review case files for accuracy and completeness;
  • interview staff, community agencies, and recipients;
  • review application access and office procedures;
  • review complaint records; and
  • complete a final report for FNS identifying: 
    • best practices, 
    • how each requirement was reviewed,
    • problems and causes, and 
    • recommendations for improvements.
