Voluntary SNAP Employment and Training Program
7 CFR § 273.7(e)(1) and (4)(i)-(iii)
The SNAP Employment and Training Program (E&T) helps recipients obtain employment. SNAP recipients, not receiving TFA, who are able to work upon completion of an E&T component, may volunteer to participate in SNAP E&T.
The SNAP E&T program provides SNAP recipients opportunities to gain skills, training, or experience that improves their ability to obtain regular employment and reduce reliance on SNAP benefits.
Note: SNAP participants are not disqualified for failure to cooperate with E&T requirements because they are volunteers.
Advise recipients about the E&T program and opportunities the program offers at:
- application,
- renewal, and
- when adding a new EDG member who is a mandatory work registrant.
Please refer to the recommended script for discussion points and required documentation:
‘SNAP E&T helps you gain skills and find work through activities like job searches and training. SNAP E&T is a voluntary program in CT and will not impact your SNAP benefit amount or eligibility. If you choose to participate in SNAP E&T you are eligible for expenses that are reasonable and necessary for participation to be reimbursed.

Case notes MUST be added for each interaction and discussion of SNAP E&T:
[Individual Name (s)] was informed of CT’s voluntary SNAP E&T Program, and availability of participant reimbursements.
Individual declined internal referral option.
OR
Email was sent to DSS E&T staff for referral to E&T provider.
When SNAP recipients inform us that they are students of higher education, eligibility staff should follow up with a few probing questions and determine if the student is attending college as a SNAP E&T participant.
If they are attending college via the SNAP E&T program, they are not subject to the technical eligibility requirements. E&T participation is confirmed by contacting the SNAP Team who have access to the SNAP E&T database.
