EDGs reporting a change of address (COA) must also report the shelter expenses for the new address.  Verification of shelter expenses is not required unless questionable.  Verification of residency is required if there is an indication the EDG moved out-of-state.


Change the EDG’s address.  Determine the new benefit amount based on the shelter expenses for the new address. Only allow expenses for which information was provided.


Note: Provide voter registration services to all applicants and recipients of SNAP.  A COA affects voter registration. See Voter Registration Services.


Shelter Expense Information Needed

7 CFR § 273.12(c)(4)(i)


Send the EDG a W-3016, Notification from the Department of Social Services, to request the shelter expense information when the new shelter expense information is not provided with the COA, or is questionable.  Allow the EDG 10 days to respond.


EDG Fails to Provide Required Shelter Expense Information 

7 CFR § 273.12(c)(4)(i)


Determine the EDG’s benefits without allowing a shelter deduction when the EDG fails to provide their new shelter expense information, or verification of questionable expenses, by the W-3016 due date.  


Send the EDG the appropriate notice advising their benefits were determined without the deduction.
