ABAWD Doesn't Meet Expedited Service Eligibility

An ABAWD submits an online application and reports they have no income or liquid assets. Their benefits stopped 3 months prior for failure to meet ABAWD work requirements. If neither the EDG nor another source has provided any information to indicate the ABAWD is exempt from work requirements, or has met work requirements for 30-consecutive days, the ABAWD is not eligible for expedited service or expedited benefits. Enter case notes about the reason for denial of expedited service. Process as a regular application.


ABAWD Meets Expedited Service

An ABAWD submits an online application and reports they have no income or liquid assets. The ABAWD used their 3-countable months. Information was provided by the EDG or another source that the ABAWD has become exempt, or has met the work requirement for 30-consecutive days. Attempt to obtain as much verification as possible within the 7-day expedited service processing timeframe. Postpone verification that can’t be obtained and process the expedited service. Enter case notes about the information that was provided.

If the postponed verifications are not receive by the due date, and the ABAWD reapplies, all verification must be provided before further benefits are issued.


EDG with Potential Ineligible Non-Citizen

A non-citizen submits an online application and reports they have no income or liquid assets. Their previous application was denied for failure to meet eligible non-citizen status. The non-citizen provides enough information that they meet eligible non-citizen status now, but didn’t provide verification. Attempt to obtain verification within the 7-day expedited service processing timeframe. Postpone verification that can’t be obtained, and process the expedited service. Enter case notes about the information that was provided.


Note: If the non-citizen doesn’t provide enough information to determine they are eligible based on unverified facts, treat as an ineligible non-citizen.


Minimum Actions Completed Same Day

The EDG submits its application and is screened eligible for expedited service. The EDG completes the minimum actions the same day. Process the application for expedited service so benefits can be accessed by the 7th day from the application file date.


Minimum Actions Completed Within 7 Days

The EDG drops off its application, but does not stay for the interview. The application is screened as eligible for expedited service. The worker attempts 2 cold calls, but does not complete the interview. Identity is not verified. The EDG is sent an On-Demand Interview notice advising the EDG to contact the Benefits Center to complete the interview within 7 days from the date of application, and any other required actions that must be completed. The EDG completes the interview and verifies identity on the 4th day. Process the application for expedited service so benefits can be accessed by the 7th day from the application file date.


Identity Verified but Interview Not Completed

The EDG submits its application online. The application is screened as eligible for expedited service. The worker attempts 2 cold calls, but does not complete the interview. Identity is verified. The EDG is sent a W-0001N, Notice of Action, advising the EDG to contact the Benefits Center to complete the interview within 12 days from the date of application. Process the application for expedited service so benefits can be accessed by the 7th day from the application file date.


Identity and Interview Not Completed Within 7 Days

The EDG mails in a complete application and qualifies for expedited service. The worker attempts 2 cold calls, but does not complete the interview. Identity is not verified. The EDG is sent an On-Demand Interview notice advising the EDG to contact the Benefit Center to complete the interview within 7 days, and any other required actions that must be completed. The interview is not completed and identity is not verified. The EDG is sent Notice of Missed Interview (NOMI). The EDG loses its entitlement to expedited service after the 7th day. The application is processed under the normal 30-day policy. Update the expedited screen in ImpaCT to reflect the 30 day status and add case notes.


Eligibility for Expedited Service Discovered After Application File Date

The EDG mails in an application without enough information to determine eligibility for expedited service. The worker attempts 2 cold calls, but does not complete the interview. The EDG is sent an On-Demand Interview notice advising the EDG to contact the Benefit Center to complete the interview within 12 days, and any other required actions that must be completed. The EDG contacts the Benefit Center and completes the interview. The worker determines the EDG is eligible for expedited service during the interview. Expedited service processing timeframes begin on the date of the interview (the date eligibility for expedited service is discovered). The EDG completes the minimum actions. Process the application for expedited service so benefits can be accessed by the 7th day from the date expedited service was discovered (the interview date). Update the expedited discovery date in ImpaCT.


Ineligible for Expedited Service in the Month of Application 

Example 1: The EDG applies on May 8th and received their last paycheck from work the same day. The EDG is ineligible for SNAP for the month of application (May) due to excess income. The EDG has no income for the month of June and qualifies for expedited service. Issue so the June benefits can be accessed within:

  • 7 days of the application file date, or
  • by the first day of the 2nd month, whichever is later. 

In this scenario, June benefits must be able to be accessed on June 1st. 


Example 2: The EDG applies on May 29th and received their last paycheck from work the same day. The EDG is ineligible for SNAP for the month of application (May). The EDG has no income for the month of June and qualifies for expedited service. Issue June benefits so benefits can be accessed within:

  • 7 days of the application file date, or
  • by the first day of the 2nd month, whichever is later.

In this scenario, June benefits must be able to be accessed by June 5th.
