7 CFR § 273.17(f)-(g)

Restore underpayments in full, in addition to any amounts the EDG normally receives.  

Exception:  Restore benefits in monthly installments if the EDG’s request is reasonable. 

Example: The EDG states the amount restored is more than they can use in a reasonable period of time.

Change in EDG Composition 

7 CFR § 273.17(g)

If the EDG’s composition changed, issue benefits to the EDG containing the most members of the EDG at the time the underpayment occurred.  When the majority of EDG members can’t be located or determined, issue benefits to the EDG containing the individual who was the head of household at the time the underpayment occurred.
