Use the EDG’s circumstances for the entire month of application. Count income actually received or anticipated to be received during the application month, as follows:

  • The actual income the EDG received up to the date of application. 

Note: Budget income received in the application month even if it does not reflect ongoing income. 

  • Any other income the EDG anticipates receiving for the remainder of the application month.  
  • Average income received less often than monthly over the period the income is intended to cover.

Count allowable expenses incurred or anticipated to be incurred during the application month. 

Note: Allow recurring expenses billed less often than monthly if the expense will be billed in the benefit period. See Averaging Expenses. 


Prorate benefits for the application month based on the application file date.
