Qualified Health Professional - An individual licensed by the Connecticut Medical Examining Board to provide medical care or other medical services. If questionable, go to https://www.elicense.ct.gov/Lookup/LicenseLookup.aspx to determine if a person is licensed in Connecticut.
Qualified Non-Citizen - An individual who is lawfully present in the United States who meets one of the following criteria:
- Afghan Special Immigrant (SIV)
- Amerasian
- Asylee
- Battered Non-Citizen
- Canadian Born Native Americans
- Conditional Entrant
- Cuban Entrant
- Deportation or Removal Withheld
- Haitian Entrant
- Hmong or Highland Laotian Tribal Member
- Iraqi Special Immigrant (SIV)
- Lawful Permanent Resident
- Native Americans with Treaty Rights
- Parolee
- Refugee
- Trafficking Victim
Qualified Tuition Programs - Plans operated by a state or educational institution allowing individuals to save funds for a specified beneficiary’s college or other post-secondary training costs.
Qualifying Work Quarter - The amount of earnings required for a quarter of coverage by Social Security. It is also called “Social Security Credit” or just “credit”. Certain non-citizens with 40 quarters of coverage are eligible non-citizens for SNAP.
