7 CFR § 273.15(h)(1) and (j)(2) and (p)(1)   


Hearing requests are clear statements, either verbal (in-person or phone) or written by the EDG or authorized representative, of their wish to appeal an action taken by the agency.  


Advise individuals verbally requesting a hearing to make their request by:

  • phoning the OLCRAH at (1-800) 462-0134 or (860) 424-5760, 
  • faxing their request to: (860) 424-5729, or
  • mailing their request to the: 

       Department of Social Services, 

       Office of Legal Counsel, Regulations, and Administrative Hearings

       55 Farmington Avenue

       Hartford, CT 06105


Ask the EDG or authorized representative to clarify their hearing request when it is unclear what action is at issue.  


Assist the EDG in submitting their hearing request, if asked. 


Do not limit or interfere with the EDG or authorized representative’s right to request a hearing. 


Never pressure or try to influence the EDG or representative to withdraw their hearing request.


The EDG/authorized representative has the right to: 

  • Examine all documents and records related to the hearing, at the local or State Office during regular business hours. 

Note:  Confidential information, such as the names and addresses of individuals providing information about the hearing issue, or pending criminal prosecutions, is not made available.

  • Bilingual staff or interpreters.
  • Receive free copies of case materials related to the issue.
