Wages - 7 CFR § 273.9(b)(1)(i) - Count all wages and salaries as earned income.  


Workers' Compensation (WC) -  7 CFR § 273.9(b)(2)(ii) - Count as unearned income, excluding any fees withheld if not legally obligated to the EDG.  See Costs Withheld from Unearned Income

Exclude worker’s compensation payments withheld to repay a prior overpayment. See Recoupment.


Workers’ compensation is a benefit paid to an employee who is injured on a job covered by the program. 


Workforce Innovation and Opportunity Act (WIOA) - 7 CFR § 273.9(b)(1)(iii) and (v) & (c)(14) - Count as earned income WIOA on-the-job training, including Job Corps and YouthBuild earnings.  These earnings include monies paid by WIOA and monies paid by the employer.  WIOA sets the definition of these programs.

Exception: Exclude WIOA on-the-job training earnings of EDG members under age 19 who are under the parental control of an adult household member.  Apply this exclusion regardless of school attendance or enrollment.


Exclude all payments for living allowances, education, or other purposes that participants get for participating in WIOA programs.


WIOA authorizes federal programs to prepare youth and unskilled adults for entry into the labor force.


Note: The Workforce Innovation and Opportunity Act (WIOA) repealed the Workforce Investment Act (WIA).  WIA repealed the Job Training and Partnership Act (JTPA).
