7 CFR § 273.9(a) & (b)

To determine an EDG’s eligibility and benefit amount you must count all earned income and unearned income not specifically excluded in this item.

EDGs containing an elderly or disabled member must only meet the net income eligibility limit for SNAP.  EDGs without an elderly or disabled member must meet both the gross and net income eligibility limits for SNAP.  See Income Limits and Maximum Benefit Table.

Apply income tests at application, renewal, PRF and whenever an interim change causes a review of the EDG’s eligibility and/or benefit level.

Exception: Categorically eligible households do not have to meet the gross or net income limits. See Categorical Eligibility.
