7 CFR § 273.2(h)(1) & 7 CFR § 273.14(e)(1)-(3)
Send the EDG a notice advising the EDG their renewal application is still being processed, when the renewal is received but not processed before the end of the current benefit period.
Benefits stop at the end of the benefit period if the EDG doesn’t complete all required actions.
Agency Caused Delays
7 CFR § 273.14(e)(1) and (3)
Complete the following actions when the EDG timely submitted a renewal application, but was not processed within 30 days of the file date:
- Authorize benefits the same day the EDG is determined eligible.
- Issue a full month’s benefit.
Note: Issue underpayments when the EDG could not participate the first month of the new benefit period.
EDG Caused Delays
Failure to Complete an Interview
7 CFR § 273.2(e)(2)-(3) & 7 CFR § 273.14(b)(3)(iii)
A renewal Notice of Missed Interview (NOMI) is sent to EDGs failing to complete an interview by the on-demand interview due date.
The NOMI advises the EDG:
- it has not completed their interview,
- it must call to complete the interview or their renewal application will be denied,
- the days, work hours and phone number to call the Benefit Center, and
- the date by which the interview must be completed.
The case closes at the end of the benefit period if the EDG fails to complete a required interview.
Failure to Provide Verification
7 CFR § 273.14(b)(4)
Give the EDG form W-1348, Proofs We Need, if additional verification is required. Allow the EDG 10 days to provide the required verification.
The case closes at the end of the benefit period if the EDG fails to provide all required verifications by the end of the benefit period.
Exception: Hold the renewal to the end of the 10-day timeframe when the W-1348 due date goes beyond the end of the benefit period. Reinstate the case within 5 days of receipt of the required verifications when:
- the benefit period ended, and
- the EDG provides the required verifications by the W-1348 due date.
Actions Completed Within 30 Days of the End of the Benefit Period
7 CFR § 273.14(e)(2)
Reopen the case and prorate benefits from the date the EDG completes the required actions if;
- the EDG submitted their renewal application before the end of the benefit period, and
- the renewal was denied because required actions were not completed by the end of the benefit period, and
- the EDG completed the required actions within 30 days of the end of the benefit period.
Exception: Benefits are not prorated for migrant or seasonal farmworker EDGs who complete the renewal process within 30 days of the end of the benefit period. Issue a full month’s benefits.
Applications Submitted Within 30 Days After the Benefit Period Ends
7 CFR § 273.2(f)(8)(i) & 7 CFR § 273.10(a)(1)(ii) and (2) & 7 CFR § 273.14(e)(3) and (f)
Renewal applications submitted after the end of the benefit period but within 30 days of the end of the benefit period are late renewals.
Process as an initial application including screening for expedited service. A new application is not required.
Exception: Follow renewal verification requirements.
Screen and provide expedited services, if eligible.
Prorate benefits from the renewal application filing date.
Exception: Benefits are not prorated for migrant or seasonal farmworker EDGs who apply for renewal within 30 days of the end of the benefit period. Issue a full month’s benefits.
Applications Submitted More Than 30 Days After the Benefit Period Ends
7 CFR § 273.2(a)(2) and (c)(7) and (d)(1) and (i)(4)(iv) & 7 CFR 273.14(b)(2)
A new W-1E Application is required.
