Able Accounts - 7 CFR § 273.9(c)(10) - Exclude.
Achieving a Better Life Experience (ABLE) savings accounts provide secure funding for disability-related expenses on behalf of designated beneficiaries deemed disabled before age 26. Section 529A of the Internal Revenue Code of 1986.
Adoption Subsidy - 7 CFR § 273.9(b)(2)(i) - Count as unearned income of the child.
Exception: Exclude payments for child care and medical costs.
Adoption subsidies are payment made to adoptive parents. These payments come from federal funds, and are based on need.
Adult Family Living / Foster Care Payments - 7 CFR § 273.1(b)(4), 7 CFR § 273.9(c)(15) - Adult Family Living payments are payments to a provider on behalf of an adult foster care individual. The payment comes as a stipend from the home health agency in which the provider is employed. The provider is not an employee of the home health care agency. The payment is a stipend through the Connecticut Home Care Program for Elders (CHCPE). See Foster Care Payments for treatment of this income. Also known as Difficulty of Care Payments.
Advanced Wage Payments - 7 CFR § 273.9(b)(1)(i) & (c)(5) - Count as earned income.
Advanced wages are made in exchange for services or labor to be done.
Alimony Payments - 7 CFR § 273.9(b)(2)(iii) & (c)(1)(vii)(C) - Count as unearned income any alimony payments (court-ordered or voluntary) received from someone outside the EDG. Voluntary support payments are payments not legally ordered. They include payments made over and above the court-ordered amount. See Costs Withheld From Unearned Income.
Exclude voluntary support payments paid to a 3rd party for an EDG expense. These are vendor payments and are not legally obligated to the EDG.
AmeriCorp Payments (State, National, and NCCC) - 7 CFR § 273.9(c)(10) - Exclude payments and allowances from AmeriCorps State, National and AmeriCorps National Civilian Community Corps (NCCC).
AmeriCorp VISTA Payments - 7 CFR § 273.9(c)(10)(iii) - Exclude payments and allowances from AmeriCorps VISTA (formerly known as VISTA) if the individual was receiving one of the following benefits before they joined AmeriCorp VISTA:
- State Supplement Program (SSUP),
- Supplemental Nutrition Assistance Program (SNAP),
- Supplemental Security Income (SSI), or
- Temporary Family Assistance (TFA).
Count as earned income if an individual begins receiving one of the benefits after joining AmeriCorps VISTA.
Annuities - 7 CFR § 273.9(b)(2) & 7 CFR § 273.10(c)(3) - Count payments from an annuity as unearned income. An annuity is purchased from an insurance company or by an employer as consideration for services provided. It may be paid yearly or at other specified intervals.
Note: Average annuities over the period of time they are intended to cover.
