Naturalized Citizen - An individual who was not born a U.S. citizen, but who has become a U.S. citizen under the constitution and laws of the United States. Naturalized citizens have all the rights of a natural born citizen, except they cannot be president or vice-president of the U.S.


Net Income - The income after all allowable deductions are subtracted from the EDG’s gross income - for the net income test and calculating monthly benefits.


Non-Citizen - Any individual who is not classified as a United States citizen. Formerly known as “alien”.


Non-financial Eligibility - Application of rules to the characteristics of the individuals applying for or receiving SNAP benefits. These rules determine whether or not an individual is included in the group for which financial eligibility will be determined. EDG ineligibility is also possible for not meeting some of these rules. Non-financial factors include but are not limited to:

  • Citizenship
  • Employment and training requirements
  • Social security numbers
  • Student status


Non-immigrant - A non-citizen who seeks temporary entry to the U.S. for a specific purpose other than permanent residence. Non-immigrants maintain their permanent residence in another country. Most non-immigrants can be accompanied by a spouse and unmarried minor children.


Non-immigrants include, but are not limited to:

  • Exchange visitors
  • Foreign government officials
  • Individuals engaged to be married to U.S. citizens
  • International representatives
  • NATO officials
  • Non-citizens in transit through the U.S.
  • Religious workers
  • Students
  • Temporary workers and trainees
  • Treaty traders and investors
  • Visitors for business and for pleasure


Nonprofit - An organization not operating to make a profit.


Notice of Action (NOA) - A notice advising the EDG that benefits increased, decreased, did not change, or the case will close, after action is taken on their case.

The notice includes the following information:

  • The reason for the change (or that benefits did not change)
  • How the EDG’s benefit changed
  • The change effective date
  • Contact information for questions
  • The EDG’s right to a fair hearing
  • The EDG’s right to continued benefits (for decreases or closures)
  • The EDG is responsible for any overissuance if continued benefits are issued and the fair hearing is reversed.

If the notice is informing the EDG of a benefit decrease or closure, it is issued using either:


Notice of Expiration (NOE) - NOEs advise the EDG:

  • Their benefit period is ending
  • The due date to submit a timely-filed renewal application for uninterrupted benefits
  • The renewal application can be submitted:
    • in-office by the EDG or AR,
    • by mail,
    • online through MyAccount, or
    • through SSA for pure SSI EDGs.
  • Where to file the renewal application (office address and phone number)
  • Of their right to file a renewal application with only a:
    • signature,
    • legible name, and
    • address;
  • Of their interview requirements
  • Of their responsibility to rescheduled a missed interview
  • Of the results of failure to timely apply for renewal
  • Of their fair hearing rights


Notice of Missed Interview (NOMI) - The NOMI tells the EDG:

  • they did not complete their interview,
  • they must call to complete or schedule an interview or their application will be denied,
  • the days, work hours, and phone number to call the Benefit Center, and
  • the date by which the interview must be completed.
