Do not delay issuing expedited benefits if the EDG has other programs pending.


Issue benefits when the EDG completes at least the minimum actions so benefits can be accessed no later than 7-calendar days from the application file date.  The 7-day timeframe begins the day after the application file date.

Exception:  If eligibility for expedited service is not determined at initial screening, the 7-day processing timeframe begins on the date the Department discovers the EDG is entitled to expedited service.  See Other Application File Dates.


CGs not eligible for benefits the first month of application, but eligible the 2nd month qualifying for expedited service, must have benefits issued: 

  • within 7-calendar days of the application file date, or 
  • the first day of the 2nd month, whichever is later.


Send the appropriate notice by the 7th-calendar day to advise the EDG of their eligibility determination.


Other Application File Dates

Joint SSI and SNAP Applications Completed at SSA

7 CFR § 273.2(k)(1)(i)(F)


The application file date for expedited service SNAP applications received at SSA is the date the application is received by SSA. SSA will forward SNAP applications within one day of receipt. The 7-day processing timeframe begins the day after the application is received by DSS.

Pre-Release Institution Residents

7 CFR § 273.2(i)(3)(i) and (k)(1)(i)(F) & 7 CFR 273.10(a)(1)(ii)


The application file date is the date the resident is released from the institution for joint SSI and SNAP applications, if submitted by a resident of an institution prior to their release.  SSA provides notification to DSS of the resident’s date of release.

Late Determination of Expedited Service Eligibility

7 CFR § 273.2(i)(3)(iv)


Provide expedited service within 7-calendar days of the date of discovery when the application: 

  • was screened as not meeting expedited service requirements, and
  • later found eligible for expedited service.
